We had the same issue with two of my kids.

They didn’t want to get their licenses. We fixed the issue by telling them they had six months to get their licenses or figure out how they were going to get anywhere. They decided to get their licenses.

I do think phones have a lot to do with the aversion. I was at the dmv the first morning I could.
